Duties and Responsibilities:
The Accounting and Payroll Administrator/Specialist plays a critical role in ensuring the accuracy and efficiency of payroll and accounting operations for the City of Woodstock and associated departments, including the Woodstock Library, Police, Fire Department, and Business Improvement Area (B.I.A.).

The position demands meticulous attention to detail and a comprehensive understanding of payroll systems. The incumbent manages full-cycle payroll processing, including statutory remittances and employee benefits calculations. In addition to payroll preparation, the specialist performs essential accounting operations, such as account reconciliation and financial reporting.

A significant responsibility is collaborating with Human Resources during union negotiations. This role contributes financial analysis and insight into compensation trends and collective agreements, assisting in formulating proposals and recommendations. The specialist also plays a key part in evaluating and implementing payroll best practices to enhance overall operational efficiency.

This position requires strong analytical skills and a deep commitment to confidentiality, supporting strategic HR initiatives and organizational finance objectives.


Duties and Responsibilities:
Payroll Management:
  • Execute full-cycle payroll, ensuring all employee records are processed accurately and on time.
  • Manage onboarding and offboarding processes, including OMERS and Records of Employment (ROE) issuance.
  • Remit statutory and discretionary payments: Income Tax, CPP, EI, OMERS, WSIB, and Employee Health Tax.
  • Process retroactive pay adjustments and statutory holiday pay for various employment types.
Accounting & Financial Reporting Compliance:
  • Conduct detailed data analyses and reconcile accounts.
  • Assist in the preparation of financial reports, including forecasts and budgets.
  • Engage in year-end and audit processes, ensuring compliance and accuracy.
  • Ensure timely preparation and submission of WSIB and Employer Health Tax returns.
  • Oversee the balancing and posting of receipts, resolving discrepancies effectively.
Human Resources Support:
  • Collaborate with Human Resources to provide financial insights during union negotiations.
  • Analyze compensation trends and contribute to the development of proposals for collective agreements.
  • Support salary and wage analysis to inform annual budget and forecasting.
Organizational Effectiveness:
  • Provide payroll-related information critical to grant applications and departmental initiatives.
  • Proactively suggest process improvements and adopt best practices in payroll operations.
  • Lead training sessions for the payroll system, assisting employees and supervisors with time entry challenges.
  • Maintain extreme confidentiality and uphold compliance with municipal financial legislation.

Qualifications:

  • Degree or Diploma in Accounting, Business, or a related discipline.
  • Minimum of 2-3 years of payroll and accounting experience, experience in municipal/public sector is considered an asset.
  • Proficient in Microsoft Office and advanced accounting software.
  • Capable of interpreting Collective Bargaining Agreements and OMERS.
  • Payroll Compliance Practitioner (PCP) certification preferred.
  • Strong analytical skills and attention to detail, maintaining complete confidentiality.
  • Advanced skills in Microsoft office including spreadsheet application and advanced skills in payroll and accounting software.
  • Requires strong oral and written skills (tact, diplomacy, good judgment)

Working Conditions:

  • Operates within typical office settings, with occasional interruptions. Works 35 hours per week, regular office hours, 8:30 am to 4:30 pm; and overtime as required.
