Duties and Responsibilities:
  1. The Business Analyst is responsible for the administration, configuration, and continuous improvement of the Public Works work order management system and related operational applications. The position works with Public Works divisions and other stakeholders to document business requirements, map processes, and develop system workflows that support maintenance, asset management, scheduling, routing, preventive maintenance, and service delivery activities.
  2. Key responsibilities include developing and maintaining work order system modules; configuring tasks, schedules, resource requirements, preventive maintenance plans, due dates, meter points, and user access; and supporting the implementation and ongoing operation of the County Cartegraph work order management system. The Business Analyst coordinates with Information Technology and other system partners to support account creation, permissions, testing, application updates, and integrations with systems such as GIS, weather services, service requests, financial applications, fleet systems, and mobile technologies.
  3. The position maintains the quality, integrity, and consistency of work order and asset-related data. This includes reviewing work order records for completeness and adherence to approved processes, identifying data quality issues, providing feedback to supervisors and management, and developing standard operating procedures for system use, data entry, workflow management, and reporting.
  4. The Business Analyst develops and maintains operational reports, dashboards, performance measures, and key performance indicators to support management decision-making, service planning, compliance monitoring, and County reporting requirements. The position gathers and interprets operational data, trends, and statistics; analyzes the impact of proposed operational or workflow changes; and provides recommendations related to service delivery, efficiency, budget impacts, risks, and process improvements.
  5. The position provides functional and technical support to supervisors, Assistant Supervisors, and other users of the work order management system. This includes training users to create, assign, plan, schedule, monitor, update, and close work orders; schedule people, equipment, and other resources; track task completion; and use system information to manage operational activities. The Business Analyst conducts user acceptance testing for new modules, enhancements, integrations, and related applications, and coordinates required modifications.
  6. The role may provide functional direction and training to staff, temporary employees, or contractors supporting data collection and data entry. The position also supports the setup, deployment, and troubleshooting of mobile devices used for field operations and monitors assigned modules within Burnside patrol software and other related applications.
  7. The Business Analyst researches emerging technologies, business practices, and operational tools; participates in reviews of policies and processes; and prepares reports, briefing materials, presentations, and recommendations for senior management, Council, County partners, and other stakeholders. The position maintains effective working relationships with City departments, County GIS staff, external agencies, vendors, and the public, and performs other related duties as assigned.
  8. Other related duties as assigned.

Qualifications:

Essential
  • Diploma in Geographic Information Systems (GIS), Business, Information Technology, or a related field from a recognized post-secondary institution.
  • Minimum three (3) years of progressively responsible experience in business analysis, systems administration, work order management, asset management, GIS, data analysis, or a related area.
  • Knowledge of work order management, maintenance management, asset management, and operational business processes.
  • Knowledge of GIS software, including ESRI ArcGIS products.
  • Familiarity with SQL and/or other database technologies.
  • Experience with application programming interfaces (APIs), system integrations, GPS/GIS applications, and data synchronization between business systems.
  • Advanced proficiency with Microsoft Office, particularly Excel.
  • Strong analytical, research, project planning, problem-solving, organizational, and time-management skills.
  • Demonstrated commitment to data integrity, quality assurance, confidentiality, and appropriate information management practices.
  • Excellent written and verbal communication skills, with the ability to explain technical concepts and operational information to a range of users and stakeholders.
  • Valid Ontario Class G driver’s licence.
 
Preferred
  • Experience in a municipal, government, public-sector, infrastructure, fleet, or operational service-delivery environment is preferred.
  • Familiarity with work management, fleet, telematics, fuel management, timekeeping, and related systems, including Cartegraph, MESH, OnTrack Hours of Service, Geotab, GIR Fuel Management, Eptura Fleet Asset Software, and Burnside patrol software, is an asset.
  • Knowledge of Power BI dashboard development and Data Analysis Expressions (DAX) is an asset.
 

Working Conditions:

  • Work is performed primarily in a municipal office environment using computer systems, databases, mobile devices, and related technology.
  • Regular interaction with operational staff, supervisors, managers, City departments, County representatives, vendors, external agencies, and members of the public.
  • Work is subject to frequent interruptions, changing priorities, and competing deadlines.
  • Occasional attendance at operational facilities, worksites, field locations, or meetings may be required, including occasional work outdoors in varying weather conditions.
  • Regular hours of work are in accordance with the applicable collective agreement and operational requirements. Occasional overtime, evening meetings, or schedule flexibility may be required.
