Salary Range: $28.21 to $31.72 / hour as per Schedule “A”

Duties and Responsibilities:
  1. Provides support to the Taxation Coordinator including:
  • Assistance with the interim, final and supplementary/omitted tax billings including assessment imports, assessment change batches and balancing tax levies.
  • Preparation of taxation arrears notices several times per year, including required updates to report writer form, reconciling notices to trial balance, notice generation and follow up on discrepancies
  • Assistance with semi-annual notifications related to pre-authorized payment programs, ensuring mailings match enrollment, mailing of monthly pre-authorized receipts
  • Assistance with tax adjustments including Minutes of Settlement and Tax Applications
  • Assistance with preparation of various payment in lieu of taxation billings
  • Assistance with charitable tax rebate calculations
  • Assistance with tax adjustment batches and returned payments
  • Assistance with annual residential tenancy notifications
  • Assistance with ownership changes, internet payment processing and preparation of tax certificates during vacations and other short term absences
  • Assistance with daily tax balancing spreadsheet, month end balancing and penalty calculations during vacations and other short term absences
2.    Provides administrative support in the Tax Division including:
  • Downloading of periodic reports for use by the Taxation Coordinator and other staff
  • Correspondence with taxpayers related to various tax incentive programs
  • Reconciliation of building permit information with supplementary/omitted assessment rolls
  • Follow up related to demolition permits
  • Assists the Taxation Coordinator with processing of Severance/Consolidation information forms
  • Tracking of additions to roll and reconciling with general ledger for items such as weeds, water and preparation of remittance requests as funds are collected
  • Maintenance of tax registration files and communications with third party service provider
  • Maintenance of E-send records
  • Preparation of fee for service documents as per the user fee by-law
3.   Provides customer service in the Treasury Department including:
  • Responding to phone and email inquiries and information requests from individual property owners, the general public, MPAC staff and lawyers
  • Monitors the general tax inbox and voicemail in conjunction with other staff
  • Assistance with counter duties including receiving all types of payments for the City during vacations and other short term absences
4.     Other
  • Preparation of weekly transit/parking coin deposit
  •    Performs other duties as assigned from time to time

Qualifications:

  • Successful completion of a 2 or 3 year post-secondary diploma in accounting/business
  • Successful completion of the Municipal Tax Administration Program (3 units)
  • Minimum of two years of related experience in an accounting environment
  • Demonstrated knowledge of accounting principles, practices and procedures
  • Knowledge of property taxation, appeals and property assessment legislation, regulations and requirements of the Municipal and Assessment Acts
  • Ability to work with a high level of accuracy with frequent interruptions and problem solve as necessary
  • Excellent oral and written communication skills
  • Experience with current software programs including Microsoft Office and Microsoft Dynamics GP (including Report Writer) or similar financial software

Working Conditions:

  • Usual public office conditions. 
  • Subject to frequent interruptions. 
  • Works 35 hours per week and occasionally additional hours during peak periods.
